On Tuesday, Representatives Kurt Schrader (D-OR-5) and Carlos Curbelo (R-FL-26) introduced H.R. 5104, legislation that would allow seniors enrolled in COBRA coverage to transition to Medicare Part B without a penalty. This legislation would effectively treat COBRA as creditable coverage, the same as seniors who remain on similar employer-sponsored coverage and then enroll in Medicare. This one-time Medicare special enrollment period would only apply for this scenario.

Employers: Tell the Senate to Preserve the Employer-Based System and Permanently Repeal the Cadillac/excise Tax!

I want to personally thank each and every UBA Partner who gave to the Health Underwriters Political Action Committee (HUPAC) during the Q4/141 Challenge. This challenge meant that when UBA Partners collectively donated to HUPAC during the fourth quarter (Q4) of 2016 (October 1 through December 31, 2016), UBA matched donations dollar-for-dollar. UBA also donated a special bonus of $500 for each Partner who signed up for automated monthly giving.

Please note: Although the current ACA replacement draft legislation doesn’t mention the employer exclusion, it is a likely issue to resurface in the coming weeks and months.

NAHU is very concerned about ongoing discussions in Congress that would undermine the employer-sponsored health insurance system by eliminating or placing a cap on the employer-tax exclusion for health insurance. More than 175 million Americans, including those covered by unions, currently receive their coverage through this system, largely due to the tax-exclusion where employers provide contributions for an employee's health insurance which are excluded from that employee's compensation for income and payroll tax purposes.

The 27th annual National Association of Health Underwriters (NAHU) Capitol Conference is rapidly approaching! The conference, held from February 13-15, 2017, in Washington, D.C., is an opportunity for NAHU members to meet with hundreds of colleagues from around the country to lobby for health reform changes of importance to you and your clients on Capitol Hill. Many changes are likely to come with a new administration, so we need to be there in force to make our voices heard!
